This is a list of things that you cannot do when you are a Singapore government official. When it comes to applying it in Indonesia context, each government office should have this list hung on the wall right under Garuda Pancasila, photos of President and VP. Logically, if they can afford to print full color photos of the President and VP, why can't they do the same with t

We tried our best to translate each clause in Indonesian language with a hope that someone somewhere is kind enough to reproduce our translation and make it useful among Indonesian esteemed government officials (and their families).

Here we go:

A list of "Don'ts" for Government Officials


  1. Do not accept any reward from any member of the public for doing anything which is your duty to do. >>Jangan menerima imbalan dari kalangan masyarakat [anggota masyarakat manapun] untuk melakukan hal yang sudah merupakan tugas anda.

  2. Do not accept reward from anyone for forbearing to do an act, which is your duty to do. >>Jangan menerima imbalan dari siapapun yang mengharapkan anda untuk menghindari melakukan hal yang merupakan tugas anda.

  3. Do not accept any reward to show or forbear to show favour to anyone in the course of your duty. >>Jangan menerima imbalan untuk menjadi berpihak atau menghindari menjadi berpihak terhadap seseorang saat melakukan tugas anda.

  4. Do not accept any reward to show or forbear to show disfavour to anyone in the course of your duty. >>Jangan menerima imbalan untuk berlaku tegas [menjadi tidak berpihak] atau menghindari berlaku tegas [menjadi tidak berpihak] kepada seseorang saat melakukan tugas anda.

  5. Do not intentionally make any erroneous or incorrect statement or entry in official documents. >>Jangan membuat pernyataan yang keliru atau tidak benar di dalam dokumen resmi.

  6. Do not accept invitation to meals or entertainment from anyone you have official dealings with to prevent allegation of favoritism by their competitors. >>Jangan menerima undangan makan atau hiburan dari siapapun yang berurusan resmi dengan anda, demi menghindari tuduhan favoritisme oleh pesaingnya.

  7. Do not accept gift or present from anyone you have official dealings with for any reason or on any occasion or festival. >>Jangan menerima hadiah dari siapapun yang berurusan resmi dengan anda, baik dengan alasan apapun atau alasan peristiwa apapun atau alasan hari-hari raya.

  8. Do not extend invitation to anyone you have official dealings with to attend functions organised by you. >>Jangan mengundang siapapun yang berurusan resmi dengan anda untuk menghadiri acara atau perayaan resmi yang diadakan oleh anda

  9. Do not undertake any paid part-time employment or commercial enterprise without the written approval of the authorities. >>Jangan melakukan pekerjaan sampingan paruh waktu yang dibayar, atau usaha komersil, tanpa seijin pihak yang berwenang.

  10. Do not accept any fee from anyone for professional services rendered to him/her in connection with your official duties. >>Jangan menerima upah dari siapapun untuk pelayanan profesional yang dilakukan untuk orang tersebut yang menyangkut tugas resmi anda.

  11. Do not accept remuneration or compensation from any contractor for working beyond your official time to supervise the project in hand. >>Jangan menerima imbalan atau kompensasi dari kontraktor apabila anda bekerja lembur untuk mengawasi pekerjaan mereka.

  12. Do not invest in the business of anyone you have official dealings with. >>Jangan menanam modal di dalam usaha milik orang lain yang berurusan resmi dengan anda.

  13. Do not accept any offer or share in the business or sub-contract from anyone you have official dealings with. >>Jangan menerima tawaran atau bagian di dalam usaha atau kontrak tambahan dari siapapun yang berurusan resmi dengan anda.

  14. Do not accept any commission or kickback from contractors on account of anyone providing service or goods. >>Jangan menerima komisi atau keuntungan dari pemalsuan tanda terima dari kontraktor dalam pengadaan jasa atau barang [Jangan menerima komisi atau imbalan dari kontraktor dalam pengadaan jasa atau barang].

  15. Do not accept any offer of free service (such as transport, renovation, etc) from anyone you have official dealings with. >>Jangan menerima tawaran jasa gratisan (seperti transportasi, renovasi, dsb) dari siapapun yang berurusan resmi dengan anda.

  16. Do not fraternise with anyone you have official dealings with or practice favouritism. >>Jangan bergaul secara bersahabat dengan siapapun yang berurusan resmi dengan anda.

  17. Do not accept overseas trip from contractors under the pretext of training or checking on products to be supplied from overseas. >>Jangan menerima tawaran perjalanan jauh [baik dalam maupun luar negeri] dari kontraktor dengan dalih pelatihan atau pemeriksaan barang untuk pengadaan.

  18. Do not conduct official meetings or negotiation with contractors at a public place or the office of the contractors unless there are reasons to do so. >>Jangan melakukan pertemuan resmi atau negosiasi dengan kontraktor di tempat umum atau di kantor kontraktor tersebut, kecuali dengan alasan yang kuat.

  19. Do not visit the office or home of contractors who have official dealings with you. >>Jangan mengunjungi kantor atau rumah kontraktor yang berurusan resmi dengan anda.

  20. Do not obtain any loan (secured or unsecured) from contractors who have official dealings with you. >>Jangan mengambil [menerima] pinjaman (dengan atau tanpa jaminan) dari kontraktor yang berurusan resmi dengan anda.

  21. Do not accept any offer of employment from contractors while supervising their projects. >>Jangan menerima tawaran pekerjaan dari kontraktor ketika melakukan pengawasan terhadap pekerjaan/proyek mereka.

  22. Do not allow contractors to pay your bills or installments. >>Jangan membolehkan kontraktor membayar tagihan atau cicilan yang anda harus bayar sendiri.

  23. Do not let personal interest interfere with the discharge of your duties. >>Jangan biarkan kepentingan pribadi mencampuri pelaksanaan tugas resmi anda.

  24. Do not do anything to the detriment of the Government such as advising contractors to exploit any loophole in a contract with or without reward. >>Jangan melakukan apapun yang merugikan Pemerintah, misalnya: menyarankan kontraktor untuk memanfaatkan kekurangan di dalam sebuah kontrak/aturan, dengan ataupun tanpa imbalan.

In the modern era of new way to gain success, those points can be translated into single positive attitude:

Silakan menerima hanya imbalan yang halal berupa gaji dan tunjangan resmi yang telah disepakati saat Anda menyanggupi untuk mengemban tugas dan jabatan ini.

loosely translated to English:

Do accept only lawful income in the form of official salary and benefits that has been agreed at the time you accepted to assume your current job and designation.

Positive Thinking Is Good!

yes, mas Judhi is right. Positive Thinking Is Good!

However, in reality, most Government Officials/Civil Servants don't think positively like you do :) Letting them interpret things loosely can be dangerous given the severity of corruption disease in Indonesia, which is like stage III cancer.

I may be generalizing too much here, but so far I have evidence that Government Officials/Civil Servants, both in Indonesia and Singapore, are very much accustomed to being told what to do and what not to do.

Very nice list. Sadly, when it is brought to Indonesia, we omit the NOT operator. You see, our brain cannot compute NOT. We can only compute the verbs. So there we have it :mrgreen:

bahayanya....hampir semua orang indonesia itu menganggap korupsi itu budaya.
